Abstract

The rapid urbanization in many developing countries has indicated several challenges in different aspects. This is due to inefficient urban planning approaches towards managing the development process. Similar to many other developing countries, Iran has experienced rapid urbanization in recent decades. Although over the last few decades, urban planning processes have been applied to develop Iranian cities, urban planning has failed to tackle the challenges facing the cities. This paper seeks to identify the barriers that have prevented Iranian cities from achieving the goals of urban planning. The purpose of this paper is to provide a comprehensive review of the current literature on the concept of urban planning and to assess the urban development plan process in Iranian cities. The required data were collected through a review of international theoretical studies, Iranian experimental research and governmental reports. The findings of this study reveal five major barriers to the feasibility of the urban planning process, including the urban plans context, structure of urban planning, related law and regulations, public participation, and financial resources.

Mohammad Javad Maghsoodi Tilaki, Ph.D, in Urban planning, is a postdoctoral fellow at the School of Housing, Building and Planning, Universiti Sains Malaysia (USM). His planning from the school of HBP, University Sains Malaysia, Malaysia. He is focusing on urban land use policies, urban development patterns, CDS, crime prevention trough environmental design, and improving quality of life in developing countries. He has several projects currently in urban development across South East Asia and Middle East.

Aldrin Abdullah, Universiti Sains Malaysia

Aldrin Abdullah, Ph.D, is Associate Professor in the School of Housing, Building and Planning at Universiti Sains Malaysia (USM). His main research interests are in crime prevention, landscape and park design. Currently, he is the Dean of the School of Housing, Building and Planning at USM.

Azizi Bahauddin, Universiti Sains Malaysia

Azizi Bahauddin, Ph.D, is Associate Professor in the School of Housing, Building and Planning at Universiti Sains Malaysia (USM). His main research interests are in interior design, heritage and urban design. Currently, he is the Deputy Dean of the School of Housing, Building and Planning at USM.

Massoomeh Hedayati Marzbali, Universiti Sains Malaysia

Massoomeh Hedayati Marzbali, Ph.D, in Landscape Architecture, is a postdoctoral fellow at the School of Housing, Building and Planning, Universiti Sains Malaysia (USM). Her main research interests are crime prevention, fear of crime, urban space and street pattern.
