Readings, connections and contradictions of Brazilian Agrarian Reform: Bolsonaro period (2019-2022)

This article is a continuation of the article entitled: Readings, connections and contradictions of Brazilian Agrarian Reform, published in Revista OKARA, v. 16, number 2, pages 383-470, year 2022. In this article, we resume studies of the ebbs and flows of the processes involving Brazilian Agrarian Reform during the mandate of Jair Bolsonaro of the Liberal Party (PL), which covers the years 2019 to 2022. The objective of this work is to analyze the political/economic contexts, connections, conflicts of interests that are expressed in Brazil with regard to agrarian issues and the Brazilian Agrarian Reform Program during the Bolsonaro period, making a comparative analysis of the last 25 (twenty-five) years, and the last 05 (five) representatives of the federal executive. The Bolsonaro period was marked as one of the most difficult experienced by social movements, peasants, indigenous peoples and people who defend a more egalitarian and fair society. Agrarian Reform Program, as a State policy, has been in the Bolsonaro government's sights since the campaign period. The violent actions of his speeches about social movements, about settlers and about people fighting for land materialized in his political actions. The Bolsonaro government was the one that created the fewest rural settlements under Agrarian Reform, only 49 (forty) in the entire country and only 02 (two) in the State of Paraíba. During the Bolsonaro period, only 340 thousand hectares were incorporated into the Agrarian Reform Program. It was the government that invested the least and incorporated unproductive and debt lands into the Agrarian Reform Program. Methodologically, the work on screen sought to capture information and data on agrarian issues, policies and programs, as well as reading the tensions and digressions that existed during the Bolsonaro period. To do so, we had to look for different lines of research: a) bibliographic: in articles, Laws, research, interviews, reports and journalistic investigations; b) documentary; c) statistics, and finally, as a methodological procedure, we carried out a check and comparative analysis of the information. It is worth mentioning that information from the Bolsonaro period is still in the process of being released. As a more specific territorial section, we chose the State of Paraíba, in order to make an empirical comparison of the processes and contexts that occur on the national scene and their local reach.
