A PREVIDÊNCIA SOCIAL E O MERCADO A DE PREVIDENCIA PRIVADA: UM OLHAR SOCIOLÓGICO

Abstract

This study follows the Social Welfare Institution since its historical origins, lightning important moments as the Eloy Chaves Act, the regulamentation of the private funds of retirement in 1977 and its successive crises until the creation of privare funds of retirement market, wich is in progress In this paper we argue that federal government-aiming to stablish a solid marker for private funds of retirement - has fomented and incentived the public interest for privare funds, wich became to substitute/complement the insurance given by State. The press has exercised a cote role in such process by publishing the failure of Social Welfare Institution in one hand, and the advanrages of privare funds in another, as well its conrribution as a core faccor to national economical development. 50, we consider thac the influence exercised by the press has been fundamental in the creation of privare funds marker. Although, we add that such arguments used by the press only have found acceptance in the average class, due to the pre-existence of a dernand by such product. 50, the press role and the cultural pre-existence are elcments which must nor be ignorated for the sociological exegesis of the problem. Tn this paper, the press and the pre-exisrence are defined, respecrively,  s social variable and cultural variable. The theorerical framework ofthis paper is inspired by the works of Pierre Bourdieu, Kar Polanyi and Viviane Zelizer. This papel is empirically based tluough data obmined by research in magazines of grear circulaticu during the year of 1970 and during the period of 1996 to 2002.
