Cenário da economia criativa na cidade de Pelotas/RS: uma análise sob a ótica do sistema de capitais

The contradictions and structural restrictions caused by the traditional economy have opened space for initiatives with alternative economic practices and mentalities. In this sense, a sustainable economic development strategy is the creative economy, which uses intangible elements of symbolic value as production factors. As a metric of the value structure of a city, the capital system was used for the first time in Brazil in 2013, in the city of Bento Gonçalves/RS. Thus, through a mixed methods approach, this study presents a framework for the development of the creative economy of Pelotas, based on a comparative analysis of the capital system of Bento Gonçalves. As a result, financial capital was identified as the main liability of the city of Pelotas, accompanied by identity and intangible instrumental capital. Considering its social context strongly anchored in cultural tradition, entrepreneurship and tourism were considered levers for strengthening the creative economy in the city.
