Necessidades informacionais para a formação da consciência situacional em operações de defesa cibernética no Brasil

Abstract

This text establishes the essential guiding elements for identifying information needs for the process of situational awareness in cyber defense operations. The methodology used in this work was based on a documentary, bibliographical, and participant observation research, using fundamental theoretical references such as Choo's (1998) information management process, Davenport's (1997) Information Ecology model, Boyd's (1988) OODA command and control cycle, Endsley's (1995) basic situational awareness aspects, and Barford, Dacier et al.'s (2010) cyber defense aspects. The research results were generated through the correlation between two sets of information. The first set included the theoretical elements from scientific literature and technical and doctrinal references, while the second set was composed of documentation on relevant observed facts and lessons learned in military cyber defense operations. As a result, 35 primary guiding elements were identified for identifying information needs. The conclusion of the work was the realization of the possibility of constructing a set of information to support the necessary knowledge for building situational awareness for future commanders of cyber defense operations.
