Abstract

This paper analyzes the dynamics of bilateral relations between Cuba and the United States, during the Trump administration, discussing the change in the policy of approximation, promoted by Obama, to the distancing and the return to the logic of conflict, typical of the Cold War. In this sense, it discusses the process of resuming diplomatic ties and analyzes the main initiatives that led to a policy of rapprochement and cooperation, during the Obama administration, which allowed overcoming decades of conflict and mutual mistrust, presenting this legacy and debating the challenges and limits that prevented an effective normalization of relations between countries. Then, it analyzes the change in strategy adopted by the Trump administration, in line with its foreign policy and the resumption of the hegemonic role of the USA in the region, which promoted the regression of this process, resuming the logic of conflict and confrontation through a series of initiatives who sought to affect the Cuban economy, deepening the economic embargo, and isolating the Cuban regime to determine changes on the Caribbean island.
