Partnerships For Productive Development (Pdp's) And The Right To Health: The Production Of Vaccines Against Covid-19 In The Context Of National Sovereignty

This article aims to analyze the issue of the right to health from the perspective of national sovereignty in the production of vaccines against COVID-19, in addition to bringing elements to the current discussion on innovation, focusing on the experience of Partnerships for Productive Development in the history of our scientific and technological development. Attention lies in raising the possibility of Brazil having a sovereignty project in the production of vaccines that guarantee the right to health. The study describes that Brazil has technology to guarantee the Right to Vaccine Health and identifies the constitutional foundation that creates the obligation of the Unified Health System to participate in the production of goods of interest to health to guarantee national and popular sovereignty. SUS, in view of the Constitutional Social Order, is the competent body for scientific, technological development and innovation, which characterizes the PDP as an object of Health Law. A bibliographic review of works related to the theme was carried out, involving qualitative analyzes of the selected texts. According to this review, it was possible to elaborate the question proposed in the article: How did PDPs favor the consolidation of national sovereignty in the production of vaccines against COVID-19?
