PUBLIC POLICY OF INFORMATION IN THE PERSPECTIVE OF THE SOCIAL CONTROL IN the INFORMATION SCIENCE: the case of the program it “is to read” of the Municipal City Hall of João Pessoa

Abstract

It describes the Social Responsibility of the Information Science with the Social Control of the Public Politicies of Information, and in peculiar observing the Programs, Plans and Projects that aim at the creation of libraries and collections in the public schools. Evaluating the possibility of an autonomous keeping watch of a social program of reading in the municipal district of João Pessoa developed in the years of 2003-2004, it verifies the impossibility of accomplishing an evaluation ex post facto of social project, that analyzes the consequences of the action starting from its temporary dimension, when this is already ended, making unfeasible decisions making in the definition of a Public Policies of local Information with base in the reached results, and accomplishment of a Social Control. It attributes the lack of necessary tools for the accompanying, evaluation and critic of policiess which formulation responsibility and fulfillment correspond to the State, to the municipal managers' negligence with the new orientations for the Social Policies, as the objectivity, too much information, use of rigorous methods and popularization of the results to guarantee that any citizen can evaluate the Projects execution, Programs or Plans that involve public resources. It ends for the need of a transparency attitude and ethics of the public powers with the citizen and its social organizations in the planning and development of actions, making information available and promoting the participation of the Information Science as a monitor and to make possible the access to those information.
