DEMOCRACY CHALLENGES IN LATIN AMERICA

This article analyzes and debates what is still challenging the democracy effectiveness in Latin American at the cutting of this century. Whether from a cultural or a philosophical-political point of view, there are stages to be overcome and advances to be achieved within the mentalities. Valuable and non-value issues, from an ethical perspective, play a central role in this debate.
