WORK PROCESSES OF CENTERS OF SUPPORT FOR FAMILY HEALTH WITH THE PRIMARY CARE: IMPLICATIONS FOR THE ARTICULATION OF TERRITORIAL HEALTH CARE NETWORKS

Abstract

Introduction: The Family Health Strategy is proposed to ensure a comprehensive, territorial and longitudinal care. In the process of qualification of family health care and territorial networks, the Ministry of Health in 2008 began the implementation of Centers of Support for Family Health (CSFH) in order to support and extend the scope of family health teams. Object: This study aimed to analyze the work processes of CSFH with the family health teams in João Pessoa as well as their impact on the development of a regional health care network. Material and Methods: Semi-structured interviews and unsystematic participant observation of supporters’ activities were carried out between September and December 2012. The study participants were aware that interviews were being recorded and signed an informed consent form prior to participation. All collected data were subjected to thematic content analysis. Results: We observed that the CSFH assume the proposed matrix support, with strong political-institutional bias. In practical terms, this turns into administrative-managerial relationships in which the supporter is recognized as chief by the other professionals to whom they request activation of other equipment in the territory. As a result, the team is weakened while articulator of territorial networks. Conclusion: Experience has shown the plurality of CSFH actions directly influenced by local management models and administrative-managerial relationships that have little effects on the development of health care networks.
