ABSTRACT
Health assessments are relevant for providing the improvement of interventions and management of health services. In this sense, understanding the implementation processes of health programs, projects or actions is important to apprehend their results as well. Objective: to present a method for analyzing the strategy for implementing Health Care Networks (RAS), with emphasis on the Pernambuco-Paraíba Pediatric Cardiology Network (RCP). Methodology: The analysis method is classified as descriptive and as a case study. Therefore, it uses questions that guide the modeling of programs to identify the problem, understand the social, political and organizational context at the time of implementation, point to the choice of documents to be analyzed and develop research instruments that will help in understanding the strategy implementation of RAS. Results: Newspapers from newspapers, Minutes of the Bipartite Inter-Management Commission and the State Health Council were analyzed, as well as documents from the implementation of the CPR and interviews and questionnaires that made it possible to understand the process from the perspective of the participants of the implementation of the network and reflection on aspects of the context social, political and organizational. Furthermore, it revealed achievements of the implementation that are rarely found in official documents, possible to be clarified from the memory of its key actors. Conclusion: the evaluation of the RCP implementation strategy from the scheme based on program modeling is robust, as it encompasses internal and external aspects that enabled the implementation, as well as flexibility regarding the choice of documents and data collection instruments, adapting to the analysis of the deployment strategy regardless of the chosen network.
