SOME ELEMENTS FOR REFLECTION ON THE MINIMUM WAGE POLICY

Abstract

The aim of this paper is to present some empirical elements to stimulate the debate about the effects of the minimum wage policy on the Brazilian labor market. Even recognizing that the focus of that policy is only the segment of formal labor market, it’s possible to extend this discussion. More specifically, analyzing the PNAD and the CAGED database, the paper intends to show that changes in the labor market between 2003 and 2005, as well as the profile of hiring from 2003 until May of 2007 are extremely favorable. Beyond this structural effect on the labor market, the dynamic and distributive effects of that policy are emphasized, with the intention to show that into a society marked by a great inequality in the labor market insertion, this kind of policy is also an instrument of development and social inclusion.
