Abstract

Through a documentary research, which has as its field of study the Human Development Report (HDR) for the MERCOSUR countries, it seeks to understand the diagnoses and prescriptions contained in this material about the current tension between these two rights: education and work. Its formulators, by attesting to the possibility and the need for a consortium of these rights, highlight the elements concerning the requirements for the construction of new policies capable of promoting and carrying out, for all people, individual and collective rights. The question that guides this and other HDRs has been: How to advance policies aimed at collective improvements and, at the same time, generate new, increasingly complex and potential policies to make the right to education and the right to decent work an incentive to combat exclusion, poverty and vulnerability of groups living in extreme poverty?
