COVID-19'S PANDEMY AND THE USE OF ICTS: the difficulties in accessing emergency assistance

Abstract

The Covid-19 pandemic has caused severe consequences worldwide, but especially in developing countries, where complex social inequalities accentuate the health crisis. In Brazil, the logic of confrontation with political institutions and the judiciary adopted by the Bolsonaro government, in addition to its management incompetence, also causes a political crisis, which hinders the implementation of measures to curb the expansion of the pandemic and its social effects, such as the Emergency Aid (EA). In this way, through bibliographic and documental research, we conducted an analysis of some problems in the execution of the EA, more specifically the negligence in relation to a particularity of the beneficiary population, mostly impoverished and with restricted access to information and communication technologies (ICTs).
