Implementation and use of electronic health records in Primary Health Care: overview of the state of Rio Grande do Sul, Brazil

The aim of this study is to present an overview of the implementation and use of electronic health records in PHC in the state of Rio Grande do Sul (RS), Brazil. The study has a cross-sectional design with descriptive analysis. The sample is composed of managers from the health departments of the municipalities of RS. Data collection was performed using an electronic form, with an instrument developed by the authors. The data collection period was from December 2020 to May 2021, with an interruption in the months of March and April due to the critical situation of the Covid-19 pandemic in the state of RS. In order for 179 respondents to represent the state of RS, the weights were calculated. It is possible to verify that the institution of SISAB leveraged the beginning of the implementation process of the PHC electronic health record, but the completion of the implementation was more expressive in 2016, when there was a stipulation of a deadline for implementation or justification for non-implementation and not year 2020. With this panorama of the implantation of the electronic health record in the state of RS, we hope to contribute with other states and municipalities in their processes of implantation of the electronic health record in the PHC, nuances of weaknesses and potentialities to be observed.
