PUBLIC EMPLOYMENT IN SPAIN: FROM DEMOCRATIZATION UNTIL THE CURRENT CRISIS

Abstract

This article analyses the trajectory of public employment in Spain since the onset of democratization (1975) until the current crisis. The official data organized in this study show that in the last 25 years of the 20th century, public sector in Spain assumed new tasks, especially in Welfare State activities. Public employment ratio to total employment, in that period, increased very fast. This growth took place particularly in the sub-national spheres of government. In the 21th century, and notably after the 2008-crisis, the path of public employment slowed down, while the conditions of work in public sector deteriorated. The continuity of this public employment behavior in the near future (as the recent data suggest) may provoke a worsening in labor market figures, probably increasing even more the very high unemployment rate in Spain, the highest in Europe.
