Abstract

Taking the National Policy for Solid Waste as a legal framework, the article questions the limits and possibilities of a policy devoted to the promotion of cooperatives of garbage workers, as a policy of labor and income. Firstly, it explores the legislation about Solid Waste and Cooperativism, considering the solutions and difficulties presented by the laws that discuss these subjects. Then, it discusses the characteristics of the populations targeted by a program of cooperatives of garbage workers, searching for a definition about the kind of individuals that would be best assisted by such a program. Afterwards, it presents the proposition of the National Secretary for Solidary Economics and the bill about a social security special regime for workers in garbage cooperatives, still under discussion in Congress. Finally, it analyses the challenges of a policy of labor and income centered on cooperatives and solid waste, discussing problems concerning management, financing and taxes. Considering the importance of analyzing the economic viability of such cooperatives, the article explores available databases with information about solid waste in Brazil.
