LABOUR IN THE LULA GOVERNMENT: PROGRESS AND CONTRADICTIONS

Abstract

This paper analyzes the main institutional changes in labor relations in the Lula government. It starts with the hypothesis that the existing hegemonic theory in the 1990 of labor relations flexibility was losing strength with the improvement in labor market indicators, especially after 2004. Many points measures, both in the sense of flexibilization and labour public regulation are introduced, without its realization of a substantive labor reform in the 2000s. Despite improvements in the occupational structure and income, several characteristics aspects of labor market flexibility — historical and introduced from the 1990s — with implications for labour regulation, still remain in the Brazilian reality. The analysis in order to defend this approach is made focusing on three complementary aspects, treated in different sections: 1) the theoretical debate arising from Nineties years 2) a survey of the institutional arrangements of the Lula government, divided between those that are favorable and that are against flexibility, 3) the improvement in labor market indicators, which is not explained by the flexibilizations, but by other factors.
