STRUCTURAL UNEMPLOYMENT AND THE ISSUE OF INFORMALITY

Abstract

The Brazilian economy has developed, throughout the twentieth century, without solving the main structural problems regarding to labor relations, even considering the set of laws created to guarantee social rights of the working class. Even if the Brazilian industrial capitalism was consolidated over the period 1930-1970, structural unemployment has remained as an intrinsic characteristic of this economy. The unstable period in the 1980s and 1990s created an economic environment conducive to job insecurity, which has the informality as one of its main effects, and only would have appropriate conditions to begin to draw aspects of their possible recovery on the next years. From these questions, the main aim of this paper is highlight the discussion of structural unemployment and address the issue of informality in Brazil in the period 1990-2010, keeping in mind that informality is established as one of the main characteristic elements of precariousness of labor relations in Brazil.
