Abstract

Liberal economists and the World Bank argue that pension fund reform is essential for developing countries, replacing traditional “Pay as You Go” (PAYG) pensions with private capitalization systems. It claims that these improve the income level of pensions, and the level of income and employment in the economy. In Brazil this model is currently defended, however critics of the theoretical foundations of this type of reform claim that the results observed in the reformed systems have deviated from what was expected. This paper seeks to analyze this discussion in the light of the reform experiences adopted in Chile, Mexico, Bolivia, Argentina, Uruguay, Colombia and Peru. It is concluded that these countries have greater difficulty in providing coverage to their workers and protecting the elderly from poverty, as well as expanding formal employment after the reforms. Some countries reverse the adopted reforms or supplement their pension system with a non-contributory pillar.
