Abstract

This article aims to analyze the relationship between labor reform and the process of generalizing social deprotection. We tried to demonstrate that with the development of capitalism and industrialization, a link was established between work and social protection. However, from the 1970s, in the face of the structural crisis in capital, this scenario changes and the conflict between capital and labor becomes increasingly unregulated. The normative horizon that had been built by the struggle of the working class is fading and workers historically inserted informally and precariously, as is the case of blacks, fail to see in their horizon the possibility of reducing the inequalities that separate them from whites. Unlike, what we are witnessing is a structural change, which causes a black becoming in the world, thus indicating a tendency for the condition of the black population to spread to a large part of the workers.
