Abstract

This article examines the key aspects of Complementary Bill (PLP 12/2024), which addresses the employment relationship of app-based platform drivers. To this end, the first section discusses the relationship between the 'uberization' of work and the process of informalization, while the second section analyzes the PLP proposed by the Federal Government. The aim of the analysis is to understand how the PLP fits within the broader context of the informalization process intensified by uberization. The research was conducted through the mapping of documents, interviews, reports, and statements from representatives of the federal government, companies, and workers within the Tripartite Working Group, which gave rise to the regulatory proposal. It is argued that the bill is grounded in business interests, as it codifies the logic of uberization into law and institutionalizes the absence of stable employment arrangements characteristic of informality.
