REDES DE ATENÇÃO À SAÚDE NO RECIFE: RELAÇÃO ENTRE A ATENÇÃO BÁSICA E OS SERVIÇOS DE MAIOR COMPLEXIDADE ASSISTENCIAL DO SUS

Abstract

There were countless difficulties faced by the Brazilian public health system (Sistema Único de Saúde) since its implementation. On the other hand, the changes in the care model were essential for a significant improvement in the quality of care and, in this sense, the Family Health Strategy deserves to be highlighted. However, the Family Health Strategy, by itself, is unable to respond efficiently to all cases presented to them, requiring the support of a network with different levels of complexity and with appropriate technology for each level. Given the facts exposed here, it is intended, in this way, to analyze the establishment of care networks by observing the process of articulation between Primary Care and services of greater care complexity of SUS in Sanitary District IV of the City of Recife. Therefore, a qualitative study was carried out, through semi-structured interviews with teams of professionals and users of the Brazilian public health system. In the same way, a quantitative study was chosen through the assessment of a database referring to the network of referrals of patients in the City of Recife. From the analysis of the data, it was identified that there are considerable barriers in the operationalization of the care network and restrictions in the flow of information between the levels of care. This limits the adequacy of the hospital network in Recife to the real needs of patients, making it difficult to operationalize the network hierarchy. This aspect weakens the reference and counterreference mechanisms that aim to guarantee integral attention to the population.
