Abstract

This paper investigates how the Médici government reconciled internal anti-communist policies with bilateral relations with the Soviet Union, aiming at the Brazil Great Power plan. The research suggests that, despite the regime's anti-communist ideology, Brazil-USSR relations were predominantly commercial, in line with a pragmatic approach to foreign policy. Utilizing primary sources such as official reports and speeches, and secondary sources from influential authors in the field supporting the discussion, the study explores the model of international insertion conceived during the period, highlighting the partial overcoming of ideology in favor of the development of these relations. The structure of the work analyzes speeches and actions of the Médici government, relating commercial foreign policy and anti-communism to specific events, such as the creation of the Brazil-USSR Institute. This case exemplifies the unique dynamics of bilateral relationship amid the Cold War. The research aims to unravel dichotomies that guided this relationship, evidencing pragmatism in foreign relations due to the need to achieve national objectives.
