BETWEEN NEGOTIATION AND MOBILIZATION: CUT AND FS’s STRATEGIES IN THE LABOUR REFORM CONTEXT

Abstract

This article analyses the first strategies adopted by the main Brazilian trade union confederations - Central Única dos Trabalhadores (CUT) and Força Sindical (FS) - in response to the labour reform approved in 2017. In the first section, the article analyses aspects of the norm that affect the trade union movement on three main fronts: the organizational issue, the negotiating capacity and the financial support of the trade unions. It then investigates the positioning of CUT and FS and the strategies adopted by them to face the new scenario. It is argued that FS sought to reopen the channels of dialogue with the government in an attempt to review the "failures" of the labour reform, betting on the strategy of social partnership. CUT, however, abandoned this strategy and began investing in mobilization through a rapprochement with other social movements in an attempt to fight back against the reform. In this difficult scenario, both bet on the electoral solution in order to restore the conditions for social dialogue.
