reflections from the case of Canoas city hall, Rio Grande do Sul

Abstract

This study's theme is the risk communication used during the largest natural disaster ever recorded in the State of Rio Grande do Sul, in the extreme south of Brazil. Its objectives are to identify how the population of the municipality of Canoas/RS remained informed about the natural disaster; and analyze how the population interacted with the risk communication conveyed by the City Hall. This is an exploratory study, which used bibliographic and documentary survey procedures and opinion research. It was concluded that social networks were the communication channels most used by the population, although those linked to official bodies were not configured as the main sources of information. In the case of Canoas City Hall, the messages published on the official Instagram social network channel made decision-making difficult in the face of the emergency, a reflection of a national culture that has historical-structural difficulties in relation to risk management.
