Keywords:
Public Governance, NPM, NPG, E-Governance, Public SectorAbstract
Objective: This research aimed to identify how the concept of Public Governance was developed.
Method: To this end, exploratory-descriptive bibliographic research was carried out on scientific articles published in databases. At the end of the survey, 81 articles published in national and international journals were identified, in line with the delimitations posted by the researchers.
Results: Important authors of the area are identified, such as Jacob Torfing and Stephen Osborne, the latter having the most quoted work of all BP. It should be noted that the concept of Public Governance is multidisciplinary and has developed within three paradigms of public administration: Bureaucratic Administration, New Public Management and last and most recent, recognized as New Public Governance.
Contributions: A concept was presented involving the ideals of these three paradigms. Finally, there was a tendency to include issues related to technology in the debate on this topic, mainly through movements such as Open Government and Electronic Governments.
Originality and relevance: The research are innovative due to the historical trajectory of the development of the concept of Public Governance over the last years. And to propose a conception encompassing the three paradigms identified in the literature.
