Abstract

One of the main concerns in the literature about decentralization is to understand the causes that lead political actors to deepen decentralization processes. This article is oriented to contribute in this line from the analysis of the uruguayan case, seeking to answer the following question: what characteristics of the political elites allows to understand their preferences for deepening decentralization? The argument is that these preferences do not depend on the political party to which the actors belong, but are associated with the level of government in which they operate. The study uses a novel methodology for decentralization studies, based on a survey of 110 political elites from different parties and different levels of government.
