Abstract

Márcia Lucena is a professor and was mayor of Conde/PB from 2016 to 2020. She became famous and gained prominence for her innovative and participatory actions in front of the city hall. Conde is located in the metropolitan region of João Pessoa/PB and has in its territory quilombos, indigenous tribes, a small urban center and a coastal strip with beautiful beaches and great imobiliary interest. Conde is a portrait of Brazil in which the past and the future coexist, the archaic and the modern, sometimes as a dispute, sometimes as a mutualism. The interview was carried out during the first semester of 2021 and presents elements to understand the challenge of proposing an innovative and participative government in a small municipality, and how to deal with aspects of the continuity of the past. Márcia Lucena's answers demonstrate the depth of patrimonial relations in local power and how they bring challenges to public management. Facing these issues can be a field of analysis for discussing the State and public policy integrated to the Brazilian reality.
