USE OF INDICATORS FOR MANAGING HEI: Analysis of the Scientific Production of the Master in Management of Sustainable Local Development of FCAP-UPE

Abstract

The scientific indicators are known to be important for the management of Science, Technology and Innovation (ST&I), as shown by the industry trends and variables. Its construction and analysis are included as factors inducing the development of strategies and action plans, either in the public or private. In the case of Higher Education Institutions (HEI), the indicators serve as a guide for policy formulation, planning and management and decision making. Meanwhile, this paper aims to generate indicators based on scientific production of the Master in Management of Sustainable Local Development (MGDLS) of the Faculty of Administrative Sciences of Pernambuco (UPE-FCAP), comprising the period from 2006 to 2009. To this end, we collected the data available in the terms of indicators of the Coordination of Improvement of Higher Education Personnel (CAPES) of the scientific program. Then we adopted the DataView and UCINET software to generate matrices able to assist the qualitative-quantitative analysis of publications and to identify the main aspects and trends of scientific production, aiming at the generation of indicators capable of supporting decision-making processes of the program. Among the main results, we identified the total number of publications, the advances and setbacks of the scientific program, the average annual publications, the main means of communication, the level of journals Qualis, the level of concentration of production and major collaborative networks of teachers. In summary, we conclude that the program should primarily promote the publication of more texts by their teachers and direct the publication of journal articles in top ranked Qualis CAPES.
