AN ANALYSIS OF THE FORMATION OF THE MUNICIPAL YOUTH COUNCIL OF JOÃO PESSOA / PB

Abstract

The formation of the Municipal Youth Council of the City of João Pessoa/PB is analyzed, configuring it as a strategic space for youth participation and social control over public policies aimed at this segment. The objective of the work was to understand how the relations between the government and civil society are established in the preparation, formation and implementation of the council of the municipality. The study focused on aspects of training and the implementation of the council, which took place in mid-2012, as well as, reflected on the participation of civil society, especially youth organizations and movements in the entire process of elaborating and building the council. As methodological procedures, data collection from specific documents and laws that govern the council was used and semi-structured interviews were conducted with members of the Municipal Youth Council (CMJ), five representatives of the public power and five, of civil society , in order to understand how the relationships established between them occur, the potentialities and weaknesses of civil society participation in these spaces. And, we characterize the results of the investigation as a proposal that aims at the democratic consolidation of participation in the state instances, the councils present many limits and challenges for the establishment of a truly democratic management. The João Pessoa CMJ presents important aspects about institutionalized participatory forms that point out challenges that are relevant to organized civil society, including organizing and engaging in deliberative spaces in order to ensure intersectoral public policies for youth in the municipality.
