Political participation of the deaf minority in the United States of America

Different treaties within the United Nations System determine the participation of minorities in decision making, but to put that into practice remains a challenge. Deaf minorities – spread around the world – have attained, in 2006, the definition of language rights within a UN Convention. Notwithstanding, in the engagement towards the redefinition of legislation and policies in the countries, they face opposite approaches: that of the norm – erase deafness or rehabilitate the deaf, foster national language – and that of difference – welcome deafness, recognize deaf linguistic identity, encourage sign language. This article discusses limits and possibilities of a deaf influence over public policies and of institutionalization of minorities’ demands through their interaction with the State. We analyze the process by which a deaf woman, activist, took part in a democratic experiment in the United States, demanding policies. Our analysis articulates concepts by Jacques Rancière, Axel Honneth, and Manuel Castells, among others. Partial results suggest that there is a rivalry for meanings concerning the language of deaf persons and also their political status as petitioners, what suggests the importance of deeper studies about the participation of minorities in the public sphere.
