Abstract

This article is in the borderline between labor sociology and both labor and regional economics. The theoretical framework is based on New Regionalism Theory and analyses the impacts of a Brazilian steel corporation productive restructuring on local labor market from 1990 to 2004 as well as stakeholders' actions to improvelocal development. This case study combined semi-structured interviewswith management and local stakeholders with secondary data from Brazilian LaborMinistry analysis. Results indicate less significance of industry towards service andcommerce sectors as well as changes in local labor market profile, now younger,more qualified and lower paid. Stakeholders' cooperation network is still limitedto stimulate local development, what can be observed throughout Brazilian poorlyorganized civil society.
