AGRARIAN POLICY AND THE BACKGROUND OF GOVERNMENT TEMER

In the last decades the agrarian conflicts was expanded in Brazil. The rural work class claims for its rights and demanded from the government public policies to promote the rural development. During the Lula and Dilma government’s (2003-2014) the government actions was expanded and we can see the hard support for the rural and agrarian public policies conducted by Agrarian Development Ministry (MDA). In this time was implemented the National Agrarian Reform Plan II which main objective was to reduce the land concentration in the country. In the end of this period the number of settlements was the biggest since the democratic political regimes that emerged in 1985. We should note that this scenario starts to change when Temer took the power by a Coup d’Etat. The first measures by this government were the extinction of MDA include as well as reduction in many programs that was workings in the last 15 years. In addition, we can see that Temer Government’s didn´t applied correctly the budget in the last two years. The main conclusion is that Temer government’s promoted a very strong regression in the rural policies in Brazil in comparison with the same policies that were under ways from 2003 to 2014.Downloads
