MICHEL GOVERNMENT LOW OPERATION AND MICHEL'S GOVERNMENT STRATEGIES TO MINIMIZE THE SCALING OF ILLEGAL SALES OF MEAT

Abstract

Carne Fraca is an operation of investigation of the Federal Police into the illegal sale of meat by some Brazilian slaughterhouses, including BRF and JBS, which have paid bribes to some inspectors from the Ministry of Agriculture, Livestock and Food Supply to release health certificates without the effective inspection of the meat traded in the foreign and domestic markets. The main objective of this work is to analyze “Carne Fraca” Operation, considering the strategies of Michel temer’s government to minimize the scandal of the illegal sale of meats. In addition to the bibliographical and documentary analyzes of the complaints and phases of the investigation, the study was also based on the collection of statistical data on the effects of the mentioned operation on the production and export of Brazilian chicken meat in 2017 (published by IBGE, MAPA and SECEX/MDIC). It was found that after Joesley Batista's plea bargain in the Lava Jato Operation of investigation, revealed on May 17, 2017, Michel Temer's strategies to minimize Brazilian meat crisis were weakened because even he, in addition to other politicians, received bribes from JBS disguised as sponsorship of official political campaigns. Therefore, there are some doubts about the low impact of -1.8% on exportation of Brazilian chicken meat in 2017.
