Abstract

In this article we will discuss the processes of construction of policies and the Agrarian Reform program from the second half of the 1980s, characterized by the process of redemocratization of the country, with that of the military regime dictatorship until contemporary times. We take as a territorial analysis scale the processes that took place in the Brazilian territory in comparison to what happened in the State of Paraíba. The Agrarian Reform plans that emerged after Brazilian democratization, never had in their political and social base a process of real rupture with the structure established historically and maintained by certain sectors of Brazilian agriculture. Despite advances in numerical terms in the creation of rural settlements, these have not changed the organic structure of the Brazilian agrarian issue. Most Agrarian Reform plans are involved in a forced collision pact, which maintains the dominant structure and cools down the process of peasants' struggle for land. It proves to be rentier, in the sense that the creation of the settlements does not disconnect the legal ornament or the privileges of private property. When expropriation occurs, the indemnity and reaffirmation of private property, maintained by the conservative structure of the State, occurs in parallel. However, we cannot deny the efforts of socio-territorial movements in the process of fighting for access to land, nor the importance that social representation that Agrarian Reform has for the settled peasants and their families as one of the few possibilities of access to land, and the possibility of fairer life.
