GOVERNANÇA E GESTÃO DOS RECURSOS HÍDRICOS NO ESTADO DE PERNAMBUCO

Abstract

Nowadays, the term Governance and Management of Water Resources has been assuming great prominence in the discussions and debates about the growing environmental problem, as it is known that water is a public good endowed with economic value and the preferential use for human supply in case of scarcity. Therefore, a matter of great importance with regard to economic development policies given that the difficulty in guaranteeing qualitative and quantitative access for the various purposes is noticeable, especially for the universe of public supply. The State of Pernambuco has approximately 98 thousand km² of territorial extension, with an estimated population for 2019 of just over 9 million and 500 thousand inhabitants, exerting great pressure on the demand for local water resources. Adopting physical-natural criteria, the State of Pernambuco is subdivided into 4 major Sub-regions: Litoral, Zona da Mata, Agreste and Sertão and has 184 municipalities and a state district formed by the Fernando de Noronha Archipelago. Because it is located in the Northeast of Brazil, it depends on the regularity of the rains, being quite vulnerable to the aggravation of climate changes. So the Governance and Management of natural resources is a current and complex necessity. In the case of water resources and in the context of the State of Pernambuco, given its low natural availability associated with the few financial resources, this task becomes even more difficult. Despite the State has its Water Resources Plan since 1998, we believe that for an effective management of water resources, governance needs to be taken into consideration, once it is not enough to create the organisms and have laws and decrees that talk about caring for the waters. It is also necessary to act in a network, including secretariats, ministries, municipalities that articulate with society, with environmental policy, in addition to the political will of those responsible.
