Abstract

The need to implant an Information Society in Brazil is discussed with special reference to Chapter IV of the "Livro Verde" (Green Book), which deals with "Education in the Information Society". It associates the formation of individual competencies with the propelling form for raising Collective Intelligence, supported by the democratisation of information and communication technologies, highlighting the programme TV Escola. It singles out democratisation as the way forward for informational use,making it possible to socialise that knowledge made available by virtual information. This process, which involves information, education and society, allows the formation of emancipatory action and, consequently, the strengthening of citizenship.
