On concept and measurement of information and communication poverty

Abstract

It introduces the concept of information and communication porvety proposed by Barja and Gigler as deprivation of basic capabilities to participate in the information society. It exposes the tables of indicators by which the authors detail how to measure it in the context of Latin America. It emphasizes the expansion of understanding about barriers and uses of ICTs by the consideration of local, use and technological structural constraints as determinants of the release of informational and communicational capabilities, of the empowerment of rural communities and organizations, of pro-poor policies, of technological innovations and skills. It intends to contribute to the reflection and research on the role of ICTs in the distributive purposes of the development.
