Abstract

How subnational actors take part in the fulfillment of the Brazilian NDC? At COP-21, the Government of Mato Grosso presented a relevant proposal to reduce CO2 emissions by the state in a strategy called “Produce, conserve and include”. In addition, the state, next to Acre, signed the Under 2 MOU, an initiative that brings together 57 subnational actors from 20 countries. Considering the state’s geographic characteristics, its three biomes, Amazon, Cerrado and Pantanal, and the economic characteristics of a significant exporter of commodities, the engagement of this subnational to the Brazilian strategy of mitigation and adaptation to climate change takes our attention. The purpose of this article is to conduct a case study of Mato Grosso's contribution to the Brazilian NDC. The analyze takes into account: Brazil's performance at the multilateral level, the perspective of orchestration in the climate change regime and the interaction between the public and private sectors in sustainability projects. Thus, the expected result is to determine aspects that characterize the performance of subnational actors in climate change policy in light of international commitments.
