E-government public policy: analysis on the use of digital certification in Brazil

Abstract

This article investigates the relationship between e-government, specifically the use of digital certification, and the improvement of formulation and implementation processes regarding public policies in Brazil. To achieve this goal a qualitative survey was carried through interviews with Brazilian stakeholders. The study concluded that whilst the Information and Communication Technologies (ICT) are present, in greater or lesser degree, in the process of implementation of policies, yet there was no breakthrough in Brazil to achieve its formulation, which would reflect in the future, into an effective participation of society and consequent improvement of democracy and strengthen of citizenship.
