Abstract

Citizenship is an historical process of popular conquests. As a result of the conquest of citizenship society becoms more critical and organised and, on the basis of this, develops the capacity to conceive and put into practice its ows project of development. Brazilian society has still not managed to unite effectively the discourse on citizen rights to the practice of citizenship in this process of making Brazilian citizenship a reality, the principle points to be debated and implemented are: the political organization of civil society, via the social moviments; a new press and broadcasting law; the role of literacy in the population s capacity to use information systems.
