Abstract

This article focuses on the institutional engagement of the Ministries in Brasilia for submission of the extension of the continental shelf beyond 200 nautical miles through Continental Shelf Survey Plan (LEPLAC). The policy network approach describes the institutional framework structuring the country's involvement in relation to LEPLAC. The Brazilian Navy has been largely responsible for maintaining the State policy in relation to LEPLAC. The Ministry of Science, Technology and Innovations, Ministry of Foreign Affairs and Ministry of Mines and Energy played a secondary role for LEPLAC. LEPLAC can be seen as an attempt to guarantee Brazil's sovereignty over marine regions that contain high-value biological and mineral marine resources.
