Abstract

Public Security appears as a specific area of Public Policies. The State must ensure the safety and security of individuals as a reflection of the constitutional consolidation of civil and human rights, fundamental axis for contemporary democracy. A serious security crisis implies a crisis of democracy. Part of the national literature of social science, which deals with security, violence and crime, points to the importance of efforts by governments, as an important variable in social control and, in turn, guarantees the individual right to property. Despite the availability of other important variables - such as socioeconomic macrovariatas, for example - the sound management of public security policies in different contexts reduces the social and economic insecurity generated by violent crime.
