Perspectivas da Terceirização na Administração Pública na Nova Abordagem de Contratação

The efficiency of public administration has been questioned by society to the extent that public services have been rendered with dubious quality, which has been the subject of historical criticism and denunciations. In this sense, the Ministry of Planning through the Department of Management issued Normative Instruction nº. 05/17 that regulates the contracting of services in the federal, autarchic and foundational public administration. In this sense, this research had as objective to identify the changes and the possible reflections in the hirings through the new normative. For this, through the documentary analysis, a comparative study was carried out between NI nº. 02/08 (revoked) and NI nº. 05/17. As a result, it was observed that the main changes brought by IN 05/17 are in line with the assumptions of the managerial and societal public administration, as it brings some advances in the planning, supplier selection and contractual management phases. It also allows public managers to reflect on the main impacts on outsourcing and contract supervision in public administration.
