Antecedents of the dimensions of innovative Brazilian public management

Purpose: To identify the necessary competences of teams and individuals considered as antecedents for the dimensions of innovative Brazilian public management (GESPUBLIN). Methodology: This is a qualitative research with triangulation of data obtained from 27 interviews and three focus groups with 14 professionals who act as different actors in the innovation ecosystem, from six Brazilian states, from the three spheres of government and power, including an award for innovation. Data were subjected to thematic categorical content analysis. Main results: Eighteen team competencies were identified for innovation in the public sector, nine of which are required for all dimensions of GESPUBLIN, and the most reported was collaboration. At the individual level, 33 competences were identified, nine for all dimensions, and the most recurrent were communication, continuous learning and focus on results. Academic contributions: The research contributed to the identification of antecedents for innovation in the public sector, specifying competencies of individuals and teams necessary for the environment, capacity, activities and results of innovation management. In an unprecedented way, it proposed the definition of competencies at the team level and identified new individual competencies. Practical contributions: The results of this research can support people management practices for innovation in the public sector.
