O Estado no fluxo do Streaming:

uma leitura da atuação do Brasil perante o mercado de vídeo por demanda a partir da teoria de Jürgen Habermas sobre as esferas públicas

Abstract

This qualitative research addresses the problem of Brazilian video on demand market, based on the theory of Jürgen Habermas. In development, it employs the inductive method in documental and bibliography analysis. Indeed, the presence of the State as an active subject in the economy is relevant, in times of digitality, when the competition of public spheres located on digital platforms, the contingency of the technicization process, life in society and the commodification of culture occur. Therefore, a dematerialized and digital media industry is identified, through which products and services are offered to consumers, through platforms. In this context, the particular case of video-on-demand and subscription platforms can be identified as a phenomenon of intervention efforts by the Brazilian State. Through the axiological adoption of the 2005 Paris Convention, ratified by the Decree no. 485/06, Brazil is committed to promoting an environment that fosters cultural diversity. As for Streaming platforms, the State became aware of a relevant space for action, seeking to demarcate its presence through the implementation of public policies, among which the development of a Public Streaming Platform stands out.
