Abstract

With the global crisis triggered by Covid-19, the Brazilian government established procedures for the tourism sector. On several occasions, the President and members of the government also spoke about the problem. These statements reflect the position of the federal government. Thus, this research analyzed, from the perspective of scheduling (Kingdon, 1984; 2014) the federal normative measures that determined the conduct of the crisis in tourism. And, by the methodology proposed in French Semiotics, the speeches of  Bolsonaro and members of the government about the subject. The analyzes concluded that: tourism was not seen by the federal government as an activity with potential to spread the virus, but in a diametrically opposite view, the virus, and the concern of people with it, were seen as an impediment to the economic development generated by tourism. In this way, the economic issue was perceived as a bigger problem than the issue of public health, been a priority on the government's agenda, revealing a denialist, anti-science and pro-death policy.
