Abstract

What is the international capacity of peripheric subnational governments and what are the results of their international actions for local development? The subnational governments of the countries have different objective (institutional, economic, geographical, social) and subjective conditions (interests and perceptions of groups from the social and political elite) and this impacts local public policies, both in relation to the capacity and material conditions of governments to implement their policies and in relation to the interests and political agenda of those governments. In the case of countries’ peripheric locations these conditions can be even more challenging for the achievement of policies. The objective of the article is to analyze a case of peripheric subnational activity in Brazil, within the scope of international relations, to understand its real processes and limiting conditions (capacity) and the local results obtained with the international actions engendered. This case study on paradiplomacy in the state of Paraíba (Brazil) identifies and presents information on local conditions, the actors involved, interests, processes and results of its international activities, which allows for a broader reflection on how the international performance of peripheric subnational governments occurs.
