BIOETHICAL DISCUSSIONS ON SOCIAL CONTROL, BRAZILIAN RACIAL EUGENICS AND GENETIC MANIPULATION

The work carries out a study on racial eugenics that occurred in Brazil at the beginning of the 20th century. Eugenic measures, such as bleaching, sterilization and birth control, were implemented with the aim of solving chronic social problems, carrying out true social cleansing. In response to the excesses of science, bioethics was consolidated to guide research involving living beings. The focus of the work was the confrontation of eugenic policies with bioethics, transporting the analysis to current issues, such as genetic manipulation and its harmful potential. The research is justified by the ineffective supervision of genetic engineering, mainly in private spaces, which would allow the practice of designer babies, to meet the desire of the perfect human being. Attention is also paid to the control of science by the elite, enabling a feedback loop of inequality, now of a genetic nature. It is concluded that the speed of scientific knowledge allows for a new form of eugenics, requiring the development of effective control mechanisms and the provision of equal access to the results of science, avoiding the formation of a genetically improved elite. The analysis started from an analytical view of the selected case, privileging deductive construction, supported by the bibliographic research technique.
